Location: Atlanta, Georgia (Hybrid: M-Th onsite, Fri remote)

Job Type: Contract-to-Hire (6-12 months)

Pay Rate: $50-$65/hour

Job Description:

The Cost Manager (Project Controls Manager) supports the client and project leadership by managing cost controls, financial reporting, and forecasting throughout the project lifecycle. The role focuses on tracking project performance, ensuring cost accuracy, and enabling informed decision-making through reliable data, analysis, and coordination with internal teams and external partners.

Key Duties & Responsibilities:

  • Data Management: Collects, records, and summarizes project cost and progress data for technical analysis, audits, and performance reviews.

  • Forecasting & Accruals: Prepares project accruals, cost forecasts, and variance analyses to explain changes against approved budgets.

  • Change Management: Reviews change orders in alignment with the client’s formal approval process to ensure scope, cost, and documentation compliance.

  • Invoice & Payment Processing: Develops payment applications and reviews project invoices, coordinating approvals to support timely and accurate payments.

  • Cost Profiling: Builds and maintains cost profiles that reflect planned versus actual spending over the project timeline.

  • Budget Support: Assists with annual and periodic budgeting activities by providing cost data, trend analysis, and forecasts.

  • Progress Coordination: Works with vendors, contractors, and discipline leads to gather progress and cost input required for reporting and forecasts.

  • Reporting & Controls: Supports project controls reporting to help the client and project manager monitor financial performance and risks.

Qualifications Required:

  • Education: Bachelor’s degree in engineering, construction management, quantity surveying, finance, or a related field.

  • Industry Experience: 5 or more years of relevant cost management or project controls experience within the energy and/or utilities industry.

  • Project Controls Background: Demonstrated experience in cost control, forecasting, accruals, and variance analysis on capital or infrastructure projects.

  • Technical Skills: Working knowledge of project cost systems, financial reporting tools, and standard project controls methodologies.

  • Industry Knowledge: Familiarity with change management, invoicing, and budget controls in client-driven project environments.

  • Communication: Ability to clearly present cost data, forecasts, and explanations to project teams and clients.

  • Coordination: Proven ability to collaborate with cross-functional teams, vendors, and discipline leads to collect and validate project data.

  • Compliance Awareness: Understanding of standard project governance, ethical practices, and financial control requirements.
