The Chief Clinical Officer for Intellectual & Developmental Disability (IDD) Services is responsible for leading the clinical strategy, operations, and quality assurance for an organization's 100 services. This senior executive position oversees the IDD clinical teams and programs that provide care, support, and services to individuals with intellectual and developmental disabilities. QUALIFICATIONS (including physical reguirements) Minimum Qualifications: Master's degree in a behavioral health field. Licensure in the state of Georgia as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), or Licensed Marriage and Family Therapist (LMFT) by the Georgia Composite Board of Professional Counselors, Social Workers, and Marriage and Family Therapists. At least two years of experience providing therapeutic services to individuals with mental health or substance use disorders. Preferred Qualifications: Experience in a Community Service Board setting. Background in clinical management or directorship, including budgeting and human resource management. Strong preference for candidates who demonstrate the following skills and experiences: o Supervisory experience with clinical staff in a multidisciplinary team environment. Experience working with external review organizations, including preauthorization for service provision. Proven ability to maintain high productivity and documented success in management. Experience in agency-wide problem solving with implemented corrective actions. Demonstrated organizational skills, especially in working across disability sections and collaborating with various managers. Effective written and verbal communication skills. C. Duties include: Competencies Strong knowledge of federal and state regulations related to agency programs in behavioral health and developmental disabilities. Skilled in administrative and clinical program management, policy development, and performance improvement. Proficient in data collection, analysis, and IT systems for program monitoring. Knowledgeable in workforce development, budget planning, and community relations. Strong communication skills for interpreting complex regulations, policies, and procedures. Ability to design programs, develop clear policies, and manage staff effectively. Skilled in problem-solving, best practices, and budget management. Effective in emergency response, leadership, and customer service. Executive Leadership Responsibilities for IDD Services: Strategic Leadership Develop and implement clinical vision and strategy for IDD services Collaborate with executive team to integrate IDD services into organizational strategy Serve as clinical subject matter expert representing the organization externally Clinical Operational Management Provide clinical leadership to optimize program delivery, quality, and outcomes Manage clinical leadership team overseeing IDD service lines Ensure compliance with regulations, accreditation standards, and best practices Lead quality improvement initiatives enhancing service effectiveness and client satisfaction Organizational Performance Foster a culture of clinical excellence, innovation, and continuous learning Manage clinical budget and resource allocation for IDD services Participate in enterprise-wide decision making Maintain ongoing communication with CEO about unit needs, issues, and compliance Service Operations Management Responsibilities: IDD Services Development and Management Oversee IDD services aligned with agency strategic plan and compliance standards Create a high-performance environment focusing on leadership, collaboration, and continuous improvement Key Responsibilities: Serve as Developmental Disabilities Professional for agency to ensure person- centered service planning and delivery. Provide administrative and clinical supervision to IDD managers Support recruitment, hiring, training, and performance management Develop unit goals and objectives matching agency mission Identify and implement resources addressing stakeholder needs Ensure compliance with regulatory and legal standards Participate in policy development and implementation Monitor and improve service delivery efficiency IDD/URUM Unit Operations Coordination Manage program activities consistent with organizational policies Facilitate clear communication through regular staff meetings Key Responsibilities: Establish unit objectives based on organizational requirements Develop compliance guidelines and policies Use data to assess service efficiency and effectiveness Conduct monthly programmatic meetings Report program performance to executive leadership Maintain cooperative relationships with external stakeholders Budget, Compliance, and Operational Management Collaborate with leadership to manage IDD budgets, personnel, and operations Key Responsibilities: Develop and maintain Service Center budgets Monitor contract expectations and fiscal policies Ensure targeted service delivery for identified populations Verify compliance with local, state, and federal regulations Coordinate IT needs and technology updates Manage staffing to reduce overtime expenses Address training and compliance requirements Promote collaboration with external agencies
