Resident Engineer

Jacobs-led team serves as MARTA's CPMO Supplemental Services Consultant and manage the construction aspects of the joint venture between Jacobs and H. J. Russell & Company support the Metropolitan Atlanta Rapid Transit Authority (MARTA). This position will be as part of a joint venture team and the selected candidate will be hired by Jacobs or one of the JV program partners.
In this essential role, the Resident Engineer manages various consultants and contractors, ensuring effective execution of contracts for constructing, renovating, or rehabilitating facilities and essential electrical and mechanical systems. The Resident Engineer collaborates closely with stakeholders, including project managers and MARTA’s engineering teams, to align project goals and address technical challenges. They also coordinate with local jurisdictions and external agencies to ensure all installation, inspection, testing, maintenance, and repair processes are carried out with precision, protecting the integrity and efficiency of MARTA's assets.
As a Resident Engineer you will directly oversee and coordinate efforts of assigned Office Engineers, Project Engineers, Field Inspectors, and other subordinate staff to ensure that all technical functions at the job site are running smoothly. This includes managing the activities of consultants, contractors, and subcontractors, with a focus on adhering to schedules, managing budgets effectively, and complying with all contract requirements. Additionally, the position requires close collaboration with functional managers, project managers, general engineering consultants, and various engineering groups within MARTA. This collaborative approach ensures that all parties are aligned and working towards common objectives.
Providing technical expertise is a crucial aspect of this role. The individual will offer guidance to both staff and contractors to navigate and resolve complex challenges that arise during the construction, renovation, or rehabilitation of new or existing facilities, structures, equipment, and systems. This involves interpreting the requirements set forth in technical specifications, codes, and standards, and ensuring that these interpretations are accurately reflected in contractual agreements
The position also necessitates active communication and problem-solving efforts with MARTA directors, project managers, general engineering consultants, and contractors, alongside any relevant outside agencies. This collaborative problem-solving approach is vital for addressing and resolving any contract-related issues or conflicts that may arise throughout the project lifecycle
Furthermore, the individual will develop detailed technical scopes for field change notices and letter change orders, which are critical for documenting changes and ensuring that all stakeholders are informed and in agreement. Supporting the contract administrator is also an essential function, particularly in the approval of progress payments, negotiation of contract changes, and the resolution of any claims against MARTA related to the contract. To maintain transparency and ongoing communication, the position requires that project status reports and all related information are consistently updated and made available to all stakeholders
In terms of team management, the individual will be responsible for preparing staff performance plans and conducting performance evaluations. This includes participating in the hiring process, making recommendations for promotions, and handling terminations when necessary
Overall, this role requires a proactive approach to various responsibilities, ensuring that all operational aspects align with project goals and organizational standards while also performing other related duties as assigned.
Here's what you'll need
- Bachelor's Degree in Civil, Mechanical, Electrical Engineering, Building Construction, Construction Management, or a related discipline is required
- Minimum of five years of progressively responsible experience in areas such as construction administration, contracts and procurement management, or overseeing elevator and escalator projects
- Possess a comprehensive understanding of contract development and management principles, which encompasses critical processes such as design review and contract testing
- Ability to oversee a range of consultants and contractors, ensuring that they effectively execute contracts related to the construction, renovation, or rehabilitation of new or
- Ability to provide expert guidance and solutions to both staff and contractors on intricate engineering, construction, or facility-related challenges
- Exceptional organizational skills and the capacity to manage multiple priorities that vary in complexity and scope, ensuring timely and effective project delivery
- For elevator and escalator positions certification as a Certified Elevator Inspector (CEI) from an ASME approved educational provider

The base salary range for this position is $114,000.00 to $176,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
