Equipment Operator

SALARY RANGE: $36,316.80 ($17.46 hr) - $39,208.00 ($18.85 hr) GRADE: 10

SUPERVISOR/DEPARTMENT: Jeff Smith, Solid Waste Superintendent/Landfill

PURPOSE OF CLASSIFICATION

The purpose of this classification is to operate equipment and perform manual work functions associated with transportation of materials and construction, maintenance and repair of county landfills, roads, bridges, and drainage systems.

MINIMUM QUALIFICATIONS

Completion of tenth grade level education required; one year of experience in operating equipment and performing manual labor, or a related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia Driver's License. Required to possess and maintain a valid Georgia Commercial Driver's License Class B- CDL license.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Identification of Non-compliance Yard Waste which includes plastic planting tubs, lumber, or landscape timbers. Wooden fencing, pallets, or posts. Tree limbs not cut smaller than five (5) feet in length, larger than eight (8) inches in diameter and weighs more than 40 lbs. Loose leaves, grass clippings, pine straw, pinecones, small twigs, sticks, shrubbery clippings, and other small items not in a bag. Any shrubbery pulled out with the root ball still attached to the shrubbery. Rocks, Dirt, and Gravel are not yard waste. Commercial (tree removal and landscape), multi-family, industrial or other similar facilities are required to make private arrangements to dispose of the yard waste. Land clearing resulting in excavating, bulldozing, cutting trees, and site preparation for building. Any such materials found in the right -of- way and removed by county will be billed to the property owner.
  • Identification of Non-Compliance Bulk Waste means construction debris, carpet and padding, shingles, gutters, siding, pallets, concrete blocks, concrete, bricks, dead animals, hazardous waste, fuel, oil tanks or car parts. Materials from evictions, foreclosures, unoccupied properties, home renovations/ remodeling. Any such debris, means waste building materials resulting from construction, remodeling, repair, carpet and padding, lumber, fencing, pallets, shingles, gutters, siding, concrete blocks, concrete, bricks, or demolition operations.
  • Identification of proper or improper solid waste items placed out for collections. Items should be place in roll-out solid waste container, bags, bundles, or another container. In bags tightly cinched so items do not fall out. Such containers must be kept clean by the residential unit. All materials other than the roll-out waste shall be placed alongside the container.
  • Bulk Waste to be disposed of shall be placed nearly alongside the wheeled container and must be segregated and not mingle with other items placed for removal. All items shall be placed at the curbside by 6:00 AM on the regular collection day or on the next collection day if the regular collection day falls on a holiday. Non-compliance Bulk Waste materials found in the right of way is removed by county and billed the property owner. The county may issue regulations adding or removing items from this list.
  • Identification of blight pile which have been improperly place out for collection.
  • Verification to see if contractor tagged pile.
  • Verification to see if homeowner removed pile.
  • Driving to specific locations to verify service complaints
  • Verifying suspended service.
  • Verifying multiple cans.
  • Obtaining photographs to document non-compliance or missed service.
  • Verifying and locating non – compliant piles.
  • Identify possible work orders for Public Works.

ADDITIONAL FUNCTIONS

  • In absence of a Heavy Equipment Operator, may operate a motor grader, bulldozer, compactor, front-end loading truck, or other heavy equipment.
  • Conducts various errands as assigned (e.g., pick up parts or supplies).
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the principles, practices, and methods of operating and servicing trucks and related medium construction equipment; knowledge of the traffic laws and regulations governing equipment operation; knowledge of the occupational hazards involved and the safety precautions necessary to the proper operation of varied construction and maintenance equipment; knowledge of departmental functions, organization, and policies; and knowledge of basic equipment and vehicle maintenance practices and procedures.

Skill in operating a variety of trucks and construction equipment; skill in driving; and skill in performing basic equipment and vehicle maintenance tasks.

Ability to operate a variety of trucks and construction equipment; ability to understand departmental policies, procedures, rules and regulations; ability to understand and follow simple written and oral instructions; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with employees and the general public; ability to perform basic equipment and vehicle maintenance tasks; ability to perform manual work; ability to stoop, kneel, climb, or otherwise physically maneuver with equipment and on work sites; and ability to safely lift and/or carry weights of up to 100 pounds.

MINIMUM REQUIREMENTS T O PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS: Must be able to operate a variety of machinery, equipment, and tools which may include a dump truck, roll-off truck, flatbed truck, roller, backhoe, soil pan, water truck, tractor, wood grinder, bush hog, mower, chain saw, shovel, and mechanic tools. Physical demand requirements are at levels of those for heavy work.

DATA COMPREHENSION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things which may include forms, reports, blueprints, and reference manuals.

INTERPERSONAL COMMUNICATION: Requires the ability to speak with and/or signal people to convey or exchange mechanical and construction-related information, including giving assignments and/or directions to co-workers or assistants as well as communicating with the general public.

LANGUAGE ABILITY: Requires ability to read a variety of mechanical and construction-related documentation, directions, instructions, and methods and procedures. Requires the ability to complete forms and to write basic job-related documentation with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.

INTELLIGENCE: Requires the ability to learn and understand basic mechanical and construction-related principles and techniques; to understand departmental policies and procedures; to make independent judgments in absence of supervision; and to acquire and be able to expound on knowledge of topics related to primary occupation.

VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow verbal and written instructions.

NUMERICAL APTITUDE: Requires the ability to add and subtract totals; multiply and divide totals; and determine time and weight.

FORM/SPATIAL APTITUDE: Requires the ability to visually inspect items for proper length, width, and shape using job related equipment.

MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using job related machinery and equipment and to operate motor vehicles.

MANUAL DEXTERITY: Requires the ability to handle a variety of items, machinery and equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have average levels of eye/hand/foot coordination.

COLOR DIFFERENTIATION: Requires the ability to discern color.

INTERPERSONAL TEMPERAMENT: Requires the ability to deal with and relate to people beyond giving and receiving instructions. Must be able to adapt to and perform under moderate stress when confronted with an emergency.

PHYSICAL COMMUNICATION: Requires the ability to talk, express, or exchange ideas by means of spoken words and/or hear and perceive nature of sounds by ear.
