JOB SUMMARY:

The Project Manager is responsible for the overall management, execution, and performance of the Grounds Maintenance Contract. This position serves as the primary point of contact with Government representatives and is accountable for operational performance, staffing, quality control, safety, environmental compliance, customer satisfaction, and contract execution.

EXAMPLES OF ESSENTIAL FUNCTIONS:

The list of essential functions below is intended to be representative of the tasks performed within this job. Other duties may be assigned based on business need.

  • Manage all daily grounds maintenance operations in accordance with contract requirements.
  • Serve as the primary liaison with Government Contracting Officers, Contracting Officer Representatives (CORs), Quality Assurance Personnel, and installation staff.
  • Ensure all contract requirements, performance standards, and quality objectives are achieved.
  • Plan, coordinate, and oversee staffing, work schedules, equipment utilization, subcontractor activities, and resource allocation.
  • Monitor labor utilization, materials, equipment, and operational costs to ensure contract performance within budget.
  • Lead workforce planning, employee development, performance management, and employee engagement efforts.
  • Ensure compliance with safety, environmental, EMS, HAZMAT, and other applicable regulatory requirements.
  • Review operational reports, performance metrics, inspections, audits, and corrective action plans.
  • Maintain accurate records and prepare reports required by the Government and Company.
  • Support contract start-up, mobilization, customer reviews, inspections, and audits.
  • Promote continuous improvement initiatives that enhance efficiency, quality, and customer satisfaction.

Supervisory Responsibility:

  • Directly and indirectly supervises supervisors, leads, equipment operators, grounds maintenance personnel, and other assigned staff.
  • Responsible for hiring, training, coaching, performance management, disciplinary actions, and employee development in accordance with Company policies and contract requirements.

MINIMUM QUALIFICATIONS:

  • Associate degree in Business, Management, Facilities Management, Horticulture, Landscape Management, or a related field preferred.
  • Minimum two (2) years of project or contract management experience.
  • Minimum two (2) years of grounds maintenance management experience supporting operations of at least 1,000 acres.
  • Experience overseeing large-scale landscaping, grounds maintenance, public works, or facilities services operations.
  • An equivalent combination of education, training, and experience may be substituted.
  • Must possess a valid driver's license, acceptable driving record, and reliable transportation.
  • Must pass required pre-employment drug and background screenings.
  • Must be authorized to work in the United States.
  • Must be able to obtain and maintain Government approval and installation access required for contract performance.
  • Must be able to read, write, speak, and understand English.
  • Must be available to work a flexible schedule, including evenings and weekends, as required.

PREFERRED QUALIFICATIONS:

  • Bachelor's degree in a related field.
  • Experience managing grounds maintenance contracts exceeding 1,000 acres.
  • Experience supporting military installations or federal service contracts.
  • Experience managing multi-site operations, subcontractors, and large workforces.
  • Knowledge of quality management systems, OSHA requirements, environmental compliance programs, EMS, and HAZMAT requirements.
  • OSHA 10-Hour certification or other relevant safety training.

In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of contract management, grounds maintenance operations, quality control processes, and regulatory compliance requirements.
  • Knowledge of OSHA, environmental, EMS, and HAZMAT requirements applicable to grounds maintenance operations.
  • Skill in planning, organizing, and managing personnel, equipment, materials, and resources.
  • Skill in budget management, operational planning, and performance monitoring.
  • Effective leadership, customer service, communication, and interpersonal skills.
  • Ability to establish and maintain effective working relationships with Government personnel, subcontractors, customers, and employees.
  • Ability to analyze operational issues, evaluate alternatives, and implement effective solutions.
  • Ability to work independently, prioritize multiple tasks, and make sound business decisions.

TRAVEL:

Regular travel throughout the installation is required to conduct inspections, attend meetings, and support contract operations. Occasional travel for training or other business-related purposes may be required.

WORK AUTHORIZATION/SECURITY CLEARANCE (IF APPLICABLE):

Must be authorized to access and work on government installations.

PHYSICAL REQUIREMENTS:

Requirements will vary depending on assigned duties. This position requires the ability to perform office and field activities, including site inspections, operational oversight, and customer meetings. Duties may involve walking, standing, climbing stairs, traversing uneven terrain, bending, stooping, kneeling, crouching, reaching, and prolonged sitting or standing. The position may require occasional lifting and carrying of materials, equipment, or supplies weighing up to 50 pounds. The above requirements may be performed with or without reasonable accommodation.

ENVIRONMENTAL REQUIREMENTS:

Working conditions include both office and outdoor environments. Regular site visits and inspections may require exposure to varying weather conditions, including heat, humidity, rain, cold, and other environmental conditions typical of grounds maintenance operations.

The employee may be exposed to noise, dust, vegetation, insects, chemicals, fuels, lubricants, and other materials commonly encountered in grounds maintenance and facility operations. Required personal protective equipment (PPE) must be worn and used properly as designated. All required safety training and certifications will be provided and maintained in accordance with contract requirements.

SENSORY REQUIREMENTS:

Requires manual dexterity, visual acuity, and hearing sufficient to perform assigned duties safely and effectively.

Salary: Starting $75,000
