Position Summary

ISI is seeking an experienced licensed Electrical Engineer with an active RCDD certification to provide onsite construction management and technical oversight in support of the Department of Veterans Affairs’ (VA) Electronic Health Record Modernization (EHRM) Infrastructure Upgrade Program at the Joseph Maxwell Cleland VA Medical Center in Decatur, GA .

The Electrical Engineer will lead construction quality assurance (QA) efforts for all electrical, telecommunications, and low-voltage systems installed as part of VA’s nationwide EHRM facility modernization initiative. The position will coordinate closely with VA project teams, contractors, and consultants to ensure compliance with VA standards and technical specifications across active healthcare and IT environments.

The ideal candidate is detail-oriented, proactive, and capable of interpreting design and construction documentation, performing QA inspections, and managing project communication in a fast-paced federal construction setting.

Key Responsibilities

  • Provide construction management and QA oversight for all electrical and telecommunications systems supporting the EHRM upgrade.
  • Conduct daily field inspections to ensure compliance with contract drawings, specifications, and safety requirements.
  • Review and coordinate submittals, RFIs, shop drawings, and change proposals related to electrical and low-voltage systems.
  • Verify installation of cabling, power distribution, lighting, grounding, and telecom systems in compliance with NEC, NFPA, and VA TIL standards .
  • Participate in commissioning (Cx) activities, testing, and verification of electrical and IT-related systems.
  • Support the VA COR and project team by preparing technical reports, inspection logs, and meeting documentation .
  • Ensure proper system integration between electrical, mechanical, and IT infrastructure.
  • Support resolution of field issues, design clarifications, and construction coordination challenges.
  • Maintain project documentation and support change management procedures.
  • Assist with post-construction closeout, punch list verification, and turnover activities.

Minimum Qualifications

  • Bachelor’s degree in Electrical Engineering or related field.
  • Professional Engineer license in any state or US jurisdiction
  • Registered Communications Distribution Designer (RCDD) certification required.
  • Minimum 6 years of experience in design, construction, or QA oversight for electrical and telecommunications infrastructure.
  • Demonstrated experience supporting healthcare or mission-critical environments such as hospitals, laboratories, or data centers.
  • Strong understanding of construction drawings, codes, and specifications .
  • Proficiency in MS Office, Bluebeam, and construction documentation tools (e.g., Procore, VA OpCenter).
  • Effective communication and documentation skills.
  • Must be able to obtain and maintain a Public Trust clearance.

Preferred Qualifications

  • Prior experience supporting VA or DOD medical center projects.
  • Familiarity with EHRM infrastructure , data rooms, and structured cabling systems.
  • Experience with commissioning (Cx), testing, and integration of power and IT systems.
  • Knowledge of VA Technical Information Library (TIL) standards and healthcare construction safety requirements.

Physical / Work Environment

This is a full-time, onsite position at the Decatur VA Medical Center with potential support visits to nearby VA facilities (Fort McPherson and Carrollton, GA).
Standard work hours are Monday–Friday, 8:00 a.m.–5:00 p.m., though occasional after-hours inspections or system tie-ins (5:00 p.m.–5:00 a.m.) may be required.
Must be able to walk construction sites and perform inspections; occasional lifting (5–15 lbs).
