Procurement Agent (PECA)

SUMMARY
MRO/Indirect Procurement: Coordinates activities involved with procuring goods and services such as raw materials, equipment, tools, parts, supplies, and advertising, for organization by performing the following duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Responsible for supplier and inventory of materials and spare parts.
Promotes supplier selection, qualification, and development while maintaining good working relationships with suppliers.
Leads development of new suppliers and materials, as directed by department head.
Organizes the purchase and delivery of sample and promote test material for evaluation.
Confers with suppliers to obtain product or service information such as price, availability, and delivery schedule.
This includes discussing pricing with suppliers based on updated market knowledge, value analysis, as well as bid comparison on key items.
Obtains the information such as the market trend and the capacity trend throughout the routine conversations with suppliers as well as news outlets and reacts to the change as needed.
Monitors physical inventory level of all assigned raw materials and spare parts to ensure that they are available at all the times. Assures that purchases of all product raw material and components meet the company's quality standards.
Monitors production forecasts and Oracle database for material use requirements and generates purchase orders based on need dates and desired inventory level assigned to each material.
Reviews purchase requisitions for goods and services generated by other departments, conducts cost/supplier comparison, generates purchase order for suppliers, and enters in Oracle database.
Cooperates with all departments for the procurement of the right material and supplies, of the right quantity, at the right time and at the right price. Ensures that all raw materials, supplies, and services are available at all the times; expediting delivery when required. Advises other departments regarding conditions affecting material availability and prices as needed.
Interacts with suppliers regarding quality concerns to resolve issues for now and future. Administers the disposition of all discrepant material.
Prepares change notices and bid proposals other forms to communicate suppliers as needed.
Strives to increase company profit by reducing total acquisition cost of all purchased items.
Maintains appropriate and required procurement records for all materials and services purchased.
Participates in physical inventory activities as needed.
Overnight/overseas travel as required.
Manage the tool crib to be efficient for all parties involved.
Train new production/maintenance members on how to use the tool crib and its system effectively, as needed.
Keeps up to date on purchasing techniques.
Confers with other management staff to coordinate activities of individual departments.
Interprets company policies and follows safety regulations.
Initiates or suggests plans to motivate workers to achieve work goals.
Verify and approve purchase orders created by other purchasing staff per company guidelines
Oversees the activities of purchasing assistants, including time clock approval and performance appraisals. Trains them as needed.
SUPERVISORY RESPONSIBILITIES
Directly supervises employees in the purchasing dept. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Bachelor's degree (B.A.) from four-year College or university; or one to two years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY
Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
OTHER SKILLS AND ABILITIES
Computer literate. Intermediate Excel/Word/Powerpoint.
