General Definition of Work

Performs difficult skilled work operating a variety of equipment to perform County projects, building and constructing bridges, sidewalks, curbs and gutter, and concrete walls, maintaining records of materials used and needed to complete projects, and related work as apparent or assigned. Work is performed under the limited supervision of the assigned supervisor Division Chief and or Division Director. Close supervision is exercised over inmate crews as assigned.

Qualification Requirements

To perform this job successfully, an individual must be a certified correctional officer or be able to become certified with 6 months of hire. Must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Essential Functions

Grading Foreman

Operates a variety of equipment from small to heavy such as excavators, bulldozers, loaders, crane, rollers, haul truck, and scrapers

Performs clearing and grading such as mass dirt haul and fine grading

Installs, repairs, and replaces new storm pipe, manholes, and junction boxes (any size 15’ to 102’ pipe, box culverts)

Installs a variety of utilities for projects such as water lines, fire lines, sewer lines, utility conduits, gas lines, and county owed fiber

Performs bridge reconstruction: pile driving, welding, guardrail installation, bridge abutments, beam installation and decking installation

Pours concrete sidewalks, curbs and gutter, frames and pours stairs, and constructs and pours ADA ramps

Repairs and maintains county septic systems as needed

Installs erosion control devices as required by engineering drawings to meet standards of GASWCC

Paving Foreman

Operates a variety of equipment from small to heavy such as milling machines, asphalt paver, rollers, tack truck, walk behind tamps, asphalt brooms

Performs resurfacing projects such as mill and in lay, overlay, pothole patching, etc

Performs crack seal projects

Monitors and coordinates the use of equipment and material used to obtain maximum productivity and cost efficiency for conducting jobs

Calculates grade and quantities of material for projects

Understands that they can be called upon to be on-call at any time during storm events

Manages and directs some contractors and sub-contractors

Trains a crew of inmates to perform work in the field and alongside the roadway

Performs the duties of the Equipment Operators as necessary

Encourages and promotes a culture of excellent service.

Knowledge, Skills and Abilities

Thorough knowledge related to industry, organization, and department policies, practices, and procedures; thorough knowledge of related industry, organization, and departmental legal guides, recommendations, best practices, ordinances and laws; thorough knowledge of engineering and architectural drawings; thorough knowledge of GDC policy and POST manuals; ability to operate standard office equipment and software; thorough ability to operate various light and heavy duty equipment, various hand tools, levels, and lasers for grade control; general knowledge of cartograph; ability to make arithmetic computations using whole numbers, fractions, and decimals; ability to compute rates, ratios, and percentages; ability to understand and apply governmental accounting practices in maintenance of financial records; ability to form and maintain relationships with citizens, contractors and sub-contractors, supervisors, engineers, and 911 for road closures and openings

Education and Experience

High school diploma or GED and considerable experience in construction and operation of equipment or equivalent combination of education and experience.

Physical Requirements

This work requires the regular exertion of up to 50 pounds of force and occasional exertion of up to 100 pounds of force; work frequently standing, walking, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; no special hearing perception is required; work requires using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires exposure to wet, humid conditions (non-weather) and working near moving mechanical parts and occasionally requires working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock and exposure to vibration; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic); ability to have full range of motion to safely operate County vehicles/equipment.

Special Requirements

Prerequisite for this position is successful completion of a basic skills test that meets the standard for Peace Officer Standards and Training certification – if selected for consideration you will be provide information on the skills test.

Obtain and maintain up to date Georgia Soil & Water Conservation Commission Level 1A Card. (Construction)

Completion of Excavation/Trench Safety Course from National Safety Council. (Construction)

Obtain Georgia Peace Officer Standards and Training (POST) Correctional Officer certification and National Safety Council Flagger certifications within six months, which requires:

  • At least 18 years of age
  • A US Citizen
  • High School diploma or state issued GED Certificate
  • Possess good moral character
  • Complete a personal interview
  • Free from any physical, emotional or mental condition which might adversely affect exercising the essential tasks or duties of a peace officer
  • Successfully complete the POST Entrance Examinations (Accuplacer)
  • No felony convictions, misdemeanor of domestic violence or multiple misdemeanors

Favorable background history as determined by review of local, State and Federal records.

Valid commercial driver's license Class B minimum and Class A minimum for the Hauling Heavy equipment in excess of 10,000 lbs. combination vehicles in the State of Georgia with favorable driving history (MVR).
