A leading enterprise software solutions company seeks a Technical Program Manager - Federal Contracts. The successful candidate will lead the execution of IT Information Systems requirements for a significant Federal software contract.
Technical Program Manager - Federal Contracts Responsibilities:
- Federal Contract IT Systems Execution:
- Lead the planning, execution, and delivery of all IT Information Systems requirements as defined by the Federal software contract.
- Translate complex Federal contract requirements and agency needs into detailed IT system specifications, project plans, and deliverables.
- Ensure all IT systems development, deployment, and operational activities comply with Federal regulations, security mandates (e.g., FISMA, NIST RMF), and contractual obligations.
- Stakeholder Management & Communication:
- Serve as the primary point of contact for IT Info Systems matters with Federal agency representatives, prime contractors, external vendors, and internal stakeholders.
- Manage expectations and gain alignment across diverse groups with potentially conflicting priorities.
- Program Governance & Risk Management:
- Establish and maintain robust program governance structures, including clear roles, responsibilities, and decision-making processes for IT Info Systems.
- Proactively identify, assess, and mitigate risks related to IT system delivery, security, and compliance under the Federal contract.
Technical Program Manager - Federal Contracts Qualifications:
- 10+ years of experience in program management, with a proven track record of successfully leading complex IT programs, specifically within the Federal contracting space. Demonstrated experience managing projects subject to strict government regulations and security standards.
- Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field.
- PMP, PgMP, or other relevant program management certifications are a plus.
- Relevant Federal IT certifications (e.g., CISSP, CISM) are highly desirable.
- Federal Acumen: Deep understanding of Federal contracting processes, acquisition lifecycles, and government IT security frameworks (e.g., FISMA, NIST, FedRAMP). Experience working directly with Federal agencies is highly desirable.
- Technical Proficiency: Strong grasp of IT information systems, software development lifecycles, infrastructure, and cloud technologies relevant to Federal environments.
- Vendor Requirements Management: Proven ability to work closely with external software and IT service vendors to define, refine, and update technical requirements, ensuring alignment with contractual obligations and agency needs.
- Problem Solving: Demonstrated ability to analyze complex problems, identify root causes, and implement effective, compliant solutions in a highly regulated environment.
- Stakeholder Management: Exceptional ability to build and maintain strong relationships with diverse stakeholders, including Federal clients, prime contractors, external vendors (especially in requirements translation and updates), technical teams, and senior leadership.
- Adaptability: Ability to thrive in a dynamic, fast-paced environment with multiple competing priorities and urgent requests, bringing structure and clarity.
