JOB SUMMARY :
Supervises and participates in surveying, inspection and review of construction plans and sites, utility installation, and soil erosion and sediment control measures to insure compliance to approved plans, technical specifications, and all local codes and ordinances. Also provides administrative and technical assistance to the County Engineer, including planning, scheduling, and budgeting Engineering Division projects to assure all programs are completed efficiently and effectively according to plan specifications.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES : (All incumbents may not perform all duties)
Monitors project areas to ensure compliance with Soil Erosion and Sediment Control guidelines and specifications; assist with conflict resolution with contractors.
Measures roads, determines square yardage, estimates construction costs.
Reviews field data and develops construction plans for roads, culvert replacements, utilities, sidewalks, industrial parks, sewer bores, etc.; translates construction plans; determines technical requirements for construction; sets grades, batter boards, etc.
Investigates existing drainage problems and develops corrective action recommendations for problems.
Reviews subdivision and commercial development plans prior to approval to insure compliance; submits change recommendations as necessary; monitors subdivision during construction and at completion to insure conformance to submitted plans.
Inspects structures, pipes, bridges, walls, etc., for defects or substandard construction.
Complete/assist with yearly road rating of Hall County’s roadways.
Supports Road Maintenance during snow and ice emergencies.
Coordinates right-of-way acquisition to obtain property for public projects.
Review plans prior to construction. Works with other division staff in planning and scheduling County projects.
Inspects progress of construction projects.
Conduct inspections of projects to assure minimum construction standards, road construction materials, and infrastructures meet or exceed required minimum specifications.
Assists with road determination proceedings, road acceptance qualifications, and road abandonment procedures.
Reviews plans and permit information for approval and makes site inspections to insure utility facility installations meet County specifications; coordinates utility relocation on road improvement projects to avoid delay to Hall County’s contractors on improvement projects; reviews requests from utility companies for reimbursable utility relocations.
Performs Storm water inspections as needed.
Regular and predictable attendance is required.
Performs other related duties as required.

MINIMUM QUALIFICATIONS REQUIRED :
Education and Experience:
Graduate of a two year technical school program in Engineering and Surveying.
Two (2) years of related experience.
Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Licenses and Certifications:
Valid Georgia (class C) Driver’s License and satisfactory Motor Vehicle Record (MVR).
Level 1B Soil Erosion certification or ability to receive within six (6) months of hire.
Knowledge, Skills, and Abilities:
Knowledge of surveying methods, practices and techniques.
Knowledge of siltation prevention and drainage systems.
Ability to review and interpret construction plans/specifications, hydrology studies, plats, and maps.
Ability to calculate and measure square footage and quantities of materials.
Thorough knowledge of the principles and practices of road construction design.
Knowledge of principles and practices utilized in the inspection and testing of materials used in the construction of roads, bridges, and other projects.
Knowledge of local Soil Erosion and Sediment Control and Subdivision Regulations, Codes, and Ordinances.
Excellent oral and written skills.
Knowledge of methods and techniques of research, statistical analysis, and report presentation.
Ability to plan, direct, and evaluate subordinates assigned as per /County Engineer.
Ability to make effective oral presentations to County staff, governmental officials, and community organizations.
Ability to identify potential problems, conflicts, and violations in reviewing road construction plans and right-of-way deeds.
Ability to effectively develop and prepare road improvement program recommendations for consideration by County Engineer and other County officials.
Ability to establish and maintain effective working relationships with County employees, developers, consultants, the general public, and others.
Ability to prepare petitions, easement forms, right-of-way deeds, and other formal documents to be presented to the Board of Commissioners for final action and approval for recording in the Hall County Superior Court Clerk’s Office.
Ability to coordinate assigned work with other departments and County governmental officials based on prescribed policies and regulations.

Physical Ability: Essential functions continuously require the ability to remain in a stationary position (sitting or standing) and the ability to move by walking, bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; repetitive use of hands/arms; move/transport items up to 10lbs. Employees constantly must think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Additionally the essential functions require that incumbents be on-call, operate equipment; use a computer/keyboard; use math/calculations; and stay organized.
Essential functions frequently require the ability to maintain body equilibrium to prevent failing when walking, standing, crouching or navigating narrow, slippery or erratically moving surfaces; and pushing and/or pulling.
Essential functions occasionally require ability to position oneself by crawling, crouching, or kneeling; ascend and descend ladders, stairs, and ramps; and move/transport items from 11lbs to 100lbs; and repetitive use of legs. Incumbents must occasionally handle confidential information or perform duties that require keyboarding/typing.
Sensory Requirements: Essential functions regularly require the ability to use effective verbal and written communication; use of hand/eye coordination to use tools and equipment; visually discern differences in color.
Environmental Factors: Essential functions are continuously performed with exposure to adverse environmental conditions, including inclement weather; extreme hot or cold temperatures; humidity and moisture; extreme dry enviorments; risk of bodily injury from hazards including heavy machinery; constricted spaces; dirt/mud, fumes, gasses, odors, dust, grease and oil, moving mechanical parts, extreme noise, and wet, slippery floors/surfaces. Incumbents may spend time constantly working alone or with others.
Essential functions are frequently performed with exposure to risk of bodily injury from sharp objects/tools and traffic.
Additionally, essential functions are occationally performed with exposure to constricted spaces; vibration and risk of bodily injury from an electrical hazard.
