Environmental Compliance Manager

JOB SUMMARY:
The purpose of this position is to supervise day-to-day operations and staff involved in water quality laboratory testing and analysis, to monitor process controls and permit parameters for quality assurance, to manage safety and training programs, and to administer Distribution Sampling Program, Lead and Copper Program, and Watershed Protection Programs to ensure regulatory compliance with all state, federal, and local guidelines.
ESSENTIAL JOB FUNCTIONS:
• Manages and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
• Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that assigned employees have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
• Manages Water Production Laboratory operations; supervises and monitors water sampling, process controls, and permits based on Environmental Protection Agency (EPA) approved procedures and simulations; ensures lab testing is of high quality, legally defensible, accurate, and precise; maintains monthly and annual reports for plants, lead and copper, watersheds, and spills; and implements and maintains equipment, operational procedures for laboratory activities.
• Manages the Distribution Sampling Program.
• Ensures that source water, treatment, and distribution system water sampling activities are performed.
• Oversees laboratory testing and analysis; reviews results from outside laboratories contracted to perform regulatory/mandatory testing; and compiles information for inspections, Consumer Confidence Report, and awards.
• Manages the federal Lead and Copper Program; tests, monitors, handles communications, and manages compliance violations, public notifications, and public education programs as required; and maintains quality assurance/quality control (QA/QC) program.
• Ensures permit and regulatory compliance and reporting for plants, labs, and distribution system.
• Researches new and proposed regulations and assesses their impact on CCWA operations; recommends treatment schemes; and acts as liaison between CCWA and state and federal environmental protection agencies during inquiries, audits, and inspections.
• Participates in water treatment studies and parallel study programs; compares sampling procedures and testing methods in-house and for outside companies.
• Evaluates and interprets lab data; troubleshoots procedure and process problems; maintains compliance in adverse situations; coordinates with other CCWA laboratory and Department staff regarding sampling and monitoring efforts; participates within the organization on drinking water issues; and assists in determining necessary procedures to protect water quality in case of issues that may occur.
• Develops budget request for continuing lab operations and environmental compliance; forecasts future laboratory needs; adjusts monitoring programs to improve staff utilization and cost effectiveness; enters requisitions; and ensures requisition become purchase orders.
• Performs public relations; responds or directs staff to respond to customer complaints, questions, or inquires; answers questions; provides information; deals with complaints; and compiles and prepares regular and special reports covering detailed information of Water Quality Lab activities.
• Provides ongoing support and technical assistance to Department Director regarding water quality, water sampling, and water testing methods.
• Manages the Watershed Protection Program to ensure proper compliance, sampling, and recordkeeping as required by state environmental protection rules and regulations.
• Operates or uses various laboratory equipment, tools, and supplies in order to complete work assignments.
MINIMUM REQUIREMENTS TO PERFORM WORK:• Bachelor’s Degree in Biology, Chemistry, Environmental Science, or a related field; five (5) years of related work experience in water quality testing and monitoring, experimental program implementation, or a related field including lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
• Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.
Required Licenses/Certifications:
•Must possess and maintain valid Georgia driver’s license.•Must possess and maintain either a Water Laboratory Analyst License or an Operator II license.
PHYSICAL DEMANDS:
•This position classifies the physical exertion requirements as light work involving liftingno more than 20 pounds at a time with frequent lifting or carrying of objects weighingup to 10 pounds. Even though the weight lifted may be very little, a job is in thiscategory when it requires a good deal of walking or standing, or when it involves sittingmost of the time with some pushing and pulling.
•Tasks may involve some pushing and/or pulling of objects and materials of light weight;tasks may also involve extended periods of time at a keyboard or workstation.
