JOB SUMMARY
The Procurement Contract Administrator is responsible for managing procurement contracts from execution to expiration and compliance of contracts for CCWA. This role ensures contracts align with applicable local, state, and federal regulations, internal policies, and public procurement guidelines. This role coordinates closely with internal departments, vendors, and external agencies to ensure contract performance, risk mitigation, and value delivery.
ESSENTIAL JOB FUNCTIONS
Assist department in timely onboarding vendors to CCWA by being present to assist at preconstruction and kick-off meetings and
Review and administer procurement contracts, including construction, professional services, maintenance, and vendor agreements in accordance with procurement guidelines and legal standards
Ensure all contract terms, deliverables, timelines, and performance metrics are adhered to and contracts remain in compliance with CCWA procurement policy, state, and federal laws.
Support departments in developing scopes of work and solicitations.
Coordinate annual contract renewal process which includes approvals, signatures, and routing in compliance with the delegation of authority.
Serve as liaison with legal counsel for review of contract terms and risk management requirements (e.g. support public record requests), as well as serve as the liaison between internal departments and vendors to facilitate contract execution and resolve issues.
Facilitate vendor scorecard review discussion of contracts, as needed by departments.
Support procurement planning and solicitations by assisting departments with specifications, scopes of work, cost/bid forms and evaluation processes.
Monitor and track active contracts for compliance, performance, timelines, deliverables, insurance requirements, as well as manage contract renewals, amendments, change orders, and close-out procedure using procurement and ERP financial software.
Provide training and guidance to staff on contract and procurement policies.
Assist with audits and reporting related to contract activities by conducting periodic reviews and audits of contract activity to identify risks, inefficiencies, and areas for improvement.
Maintain complete and accurate contract files and documentation in accordance with audit and records retention requirements within our eProcurement system and internal retention system.
Prepare Level of Service (LOS) reports on contract utilization, vendor performance, and spend analysis for leadership and stakeholders.
Remain informed on changes in procurement regulations, best practices and legal precedents affecting contract administration.
Support continuous improvement of contract administration procedures and templates.
Performs other duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK
Bachelor’ degree in Business, Finance, Law, Accounting, or Public/Business Administration or a related field required; supplemented by a minimum of three (3) years of experience in procurement contract administration, preferably in a government setting, public agency or utility, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.
Specific License or Certification Preferred (but not required):
- Certified Professional Contracts Manager (CPCM)
- Certified Public Procurement Officer (CPPO)
PHYSICAL DEMANDS:
Tasks may involve some pushing and/or pulling of objects and materials of light weight; tasks may also involve extended periods of time at a keyboard or workstation. Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
