SUPERVISION RECEIVED AND EXERCISED
Direct administrative supervision is provided by the City Manager.
PRIMARY DUTIES
- Ability to conduct health, public safety, property maintenance, building permit, land use, zoning, and public nuisance inspections for residential and commercial properties.
- Responsible for erosion control, environmental and solid waste inspections for residential and commercial properties to ensure enforcement; and compliance of state and local erosion, sedimentation and solid waste control regulations.
- Works independently and as a team member to implement methods, procedures and techniques used in the interpretation and enforcement of code violations.
- Receives and responds to reports of alleged code ordinance violations from citizens or staff; provides information and explain codes and ordinances.
- Uses effective techniques to interact with citizens and the public to correct violations and conduct re-inspections to ensure that corrective action(s) has been taken.
- Skill in testifying in court and works with Municipal Court to conduct hearings and prepare cases for prosecution.
- Prepares reports and communications clearly and concisely, both orally and in writing; delivers quality customer service to architects, engineers, contractors, and the members of the general public.
- Must possess or be able to complete a minimum of 16 hours of the curriculum required for the Georgia Association of Code Enforcement (GACE) Certification as a Code Enforcement Officer.
- Continuation of training with emphasis on computer applications, supervisory and job-related duties.
- Exercises sound judgment in potentially hazardous or dangerous situations and conducts research; takes photographs and measurements and operates communication equipment.
- Maintains a daily log and records related to inspection and enforcement activities; organizes and files records; data entry; prepares written correspondence; prepares monthly, quarterly, and annual reports.
- Must be able to climb and walk over rough surfaces; crouching, bending, stooping, and reaching, and lifting of light to moderately heavy items. Work requires average physical agility and dexterity. Work may require a flexible working schedule involving evenings and weekends as required.
- Schedules and coordinates meetings for the Jonesboro Beautification Commission and prepares meeting minutes for that Commission.
- Schedules and coordinates community cleanup activities for the Jonesboro Beautification Commission.
- Prepares necessary budgetary information and requisitions for the Code Enforcement Department.
- Supervises daily activities and reviews time cards for subordinate staff in the Code Enforcement Department.
- Attends all required staff and City Council meetings; other related responsibilities as assigned.
- Day-to-day work is performed under the general direction of the City Manager.

JOB SCOPE
Job has recurring work situations involving high degrees of professionalism, judgement, and discretion. The need for accuracy and effective utilization of available resources is high. Errors in judgment could cause disruptions to the City’s mission and adversely impact attainment of the City’s goals. Incumbent operates independently but results are periodically monitored by the City Manager. Content of work priorities are determined by field conditions and community needs.

Contacts are across the entire City community and in a leadership capacity. Community contact is a critical component of success in developing good will and support of City programs and initiatives.

MINIMUM QUALIFICATIONS
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities
would be qualifying. A typical way to obtain the knowledge and abilities would be:
EDUCATION:
- Associate’s Degree and/or five (5) years related experience and/or training in code enforcement.
- Must be able to obtain certification as a Code Officer (16 hours), OR be able to obtain the ICC certification as either a Property Maintenance Inspector, within 12 months from date of hire.
- Must possess and maintain a valid Georgia Driver’s License with a satisfactory driving record.
- Proficient computer skills (Microsoft Office, Outlook, Internet, ADP, and code software for citations, etc.
KNOWLEDGE, SKILLS AND ABILITIES:
- Principles and practices of code enforcement; investigation techniques and practices; evidence collection and preservation.
- State and local codes and standards and all other building related codes and ordinances as adopted by the State of Georgia and the City of Jonesboro, and the International Code Council, including the International Property Maintenance Code.
- Ability to work courteously and tactfully with citizens and employees.
- Ability to establish and maintain cooperative and effective working relationships with others.
- Ability to communicate effectively, both orally and in writing.
- Ability to instruct and lead others.
GUIDELINES
Guidelines include City and departmental policies and procedures. These guidelines require sound judgment and interpretation in application.
COMPLEXITY
The work consists of a variety of administrative and technical duties and the ability to engage in critical thinking.
SCOPE AND EFFECT
The purpose of this position is to manage the Code Enforcement Department and to conduct daily field operations related to code enforcement and to conduct administrative office duties related to code enforcement and supervising any subordinate employees within the Code Enforcement Department.

Contacts are typically with the City Manager, Mayor and Council, co-workers, and the general public.
PHYSICAL DEMANDS
Work is typically performed with the employee sitting, standing, bending, crouching, crawling, kneeling, and driving for extended periods. The employee must occasionally lift light and heavy objects and use tools that require a high degree of dexterity.
WORK ENVIRONMENT
The work is performed in an office and on streets and properties within the City limits of Jonesboro.
