Contractor Safety and Quality Control Manager (CQCO)
R&D Maintenance Services, Inc / Hartwell, GA (Hartwell Project).
GENERAL DESCRIPTION:
This position is responsible for the effective implementation of the Safety and Quality Control Programs for R&D’s operation and maintenance activities at the Project. The CQCO plans, organizes, schedules, performs and/or directs the activities necessary for meeting the requirements of these programs. Includes training sessions, scheduled and random inspections, tracking, reporting, coaching, coordination, etc. The CQCO’s work is conducted with considerable independence, but works in close collaboration with the Project Manager while reporting directly to the corporate office. Other duties include submitting records and reports associated with the Quality Control Program and the safety training program; recommending changes to improve operational productivity; conducting surveillance of operations to ensure company and Corps safety regulations are observed; and maintaining control of environmental products.
ILLUSTRATIVE TASKS / RESPONSIBILITIES:
- Complete, detailed understanding of the Quality Control Plan and the Accident Prevention Plan for the project.
- Develops, schedules, performs, and/or directs inspection for all aspects of quality on project work activities including inspection of work and inspection of facilities; Supervises the QC Inspector.
- Conducts safety inspection activities to ensure company and USACE safety requirements are met.
- Plans, develops, schedules, and conducts required safety training and certifications sessions with the necessary content and frequency required for the work;
- Provides written safety and quality control reports to the Corporate Office, the Project Manager, the customer (and other recipients as directed) listing inspection findings of work product, safe work practices, schedules, facilities, and subcontractor work.
- Monitors employee certifications/licensing status and assists Project Manager with planning of training/certification activity to assure that required certifications/licenses are current.
- Recommends changes to increase productivity, maintain quality work product, and ensure safe work practices.
- Ensures proper use, storage and tracking of environmental products.
- In conjunction with corporate staff, write site-specific Accident Prevention Plans (EM385-1-1 compliant) for special work projects.
- Maintains neat, complete and accessible records in accordance with established procedures.
- Establishes and maintains effective interface with government Operations personnel.
- Carries out scheduled and unscheduled inspections of work and inspections of facilities.
- Inspects for safe work performance.
- Submits daily inspection reports, monthly summary reports, and other reports as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Comprehensive knowledge of modern developments, principles and practices of all phases of U.S. Army Corps of Engineers’ contract operations for the project.
- Comprehensive knowledge of the occupational hazards, safety standards, and safety precautions pertaining to industrial work operations.
- Knowledge of the materials, methods, practices and equipment used in the repair and maintenance of project facilities, including ability to maintain technical references, SDS files, safety training materials, etc.
- Ability to plan and organize the work in a large geographic area and supervise a remotely-located inspector.
- Ability to inspect simple to moderately complex maintenance procedures, construction, equipment maintenance and repair, mowing and cleaning activities, etc., and make detailed technical inspections, diagnose issues, and recommend the means to correct problems.
- Ability to communicate effectively, both orally and in writing, with employees, citizens, corporate personnel, and the U.S. Army Corps of Engineers project and district personnel.
- Proficient in MS Office (Outlook, Excel, and Word) and Adobe Acrobat DC (or equivalent).
MINIMUM QUALIFICATIONS/REQUIREMENTS:
- Minimum of five (5) years progressively responsible experience in the field of quality control and industrial/construction safety including inspections relative to general construction, heavy civil and recreation maintenance, cleaning, or related fields. Prefer ten (10) years.
- Experience with EM 385‐1‐1, safety programs, applicable OSHA regulations, including the ability to interpret the various sections applicable to the work requirements of the contract.
- Have, or obtain in the first 90 days, certificates in OSHA‐30, EM385‐1‐1, and USACE CQM. Continuing safety education is annually necessary to maintain qualification as an SSHO.
- College degree and/or applicable technical or administrative training, or a combination of five (5) years of direct QC and safety experience plus applicable quality control and safety certifications.
- Federal government security procedure awareness. Must pass a comprehensive federal government background check and qualify for issuance of a DOD Common Access Card.
- Clean driving record and valid driver’s license.
- Facility inspection procedures and component replacement procedure experience.
- Experience in phases of maintenance; lock repair; construction; installation of water and electric systems; septic systems; rehabilitation and construction of campsites; mowing and cleaning; and bulkhead wall construction.
PHYSICAL REQUIREMENTS:
- Occasionally lifts/carries/pulls from 20 to 50 pounds.
- Occasional climbing of ladders and working at heights.
- Frequent walking, standing, balancing, kneeling, bending, handling, feeling, climbing, smelling and twisting; occasional crawling and reaching; occasional working in cramped and confined spaces.
- Vision, speech and hearing sufficient to perform essential tasks.
